According to ice crystal growth theory and cloud seeding conditions, the previous operating indicators of precipitation enhancement are improved. In favorable weather situation we put forward the following operating indicators. Operation is carried out in the area with ice-saturated and accumulated water vapor layer thicker than 9 mm and overlapped by vertical water vapor transport. The operating height belongs to ice saturation, vertical water vapor transport and quasi-saturation combined together. Operating time should be selected in a period of time for the emergence and disappearance of horizontal and vertical indicators. MM5 mesoscale model output for 3-hour time interval and output in the 0~30 ℃ layer spacing of 5 ℃ have been used for business web to form charts for prediction and synthesis of indicators. Based on above-mentioned operating indicators we organized precipitation enhancement operations by rockets on March 3, 2007 in Shenxian Liaocheng. The indicators are verified
