摘要:

災(zāi)害風(fēng)險(xiǎn)評(píng)估是災(zāi)害預(yù)防的重要工具，本文基于區(qū)域?yàn)?zāi)害系統(tǒng)論的觀點(diǎn)，試圖對(duì)福建省主要?dú)庀鬄?zāi)害風(fēng)險(xiǎn)進(jìn)行比較全面地研究。首先根據(jù)信息擴(kuò)散方法，構(gòu)建了福建農(nóng)業(yè)氣象災(zāi)害災(zāi)損風(fēng)險(xiǎn)評(píng)估模型，計(jì)算給出了福建省主要?dú)庀鬄?zāi)害相對(duì)于不同災(zāi)損程度的風(fēng)險(xiǎn)分布的信息。然后通過(guò)災(zāi)害加權(quán)熵的計(jì)算，對(duì)福建省主要?dú)庀鬄?zāi)害的總體風(fēng)險(xiǎn)水平進(jìn)行定量比較，結(jié)果表明，在福建省主要的農(nóng)業(yè)氣象災(zāi)害當(dāng)中，干旱和洪澇災(zāi)害的風(fēng)險(xiǎn)值高，而風(fēng)雹和凍害的風(fēng)險(xiǎn)值較低；干旱略高于洪澇，低溫凍害的風(fēng)險(xiǎn)水平最低。

Abstract:

Risk assessment of disasters was the important tool for disasters prevention. In view of the regional disaster system theory, the risks of agro-meteorological disaster have been investigated completely in Fujian province. First, a method based on information diffusion theory was introduced in this paper, then a model to assess the risk of losses due to agro-meteorological disasters was developed, by which the risk distribution of the main disasters according to the different degree of disaster damage was calculated. Then, calculating the weighed disaster entropy can be used to compare the risk level of agro-meteorological disasters quantitatively. The results show that the largest risk in Fujian province comes from flood, followed by drought, and the most trivial was freezing damage. 
